Is an inactive or unfunded account guaranteed never to be closed or charged?

The account itself will not be deleted or purged just because it has a zero balance or has seen no activity for a long time — as long as you haven't requested closure yourself, it remains available whenever you're ready to use it, and inactivity itself does not affect its existence. There's currently no "dormancy fee" or "inactivity fee" charged on empty or inactive accounts.
