Do different decimal places for Available and Total mean funds were deducted?

Not necessarily. The difference in decimal places may simply come from display precision or rounding, and can also be related to funds held by open orders, unrealized PnL, fees, or fund-flow entries — it doesn't automatically mean money was lost.
